Eurotest. Here's what it is and why it's being discussed these days.

Since 2000, the so-called "Eurotest" has been established in Italy for ski instructors. In Italy it was initially introduced as a tool to access training courses, later the National College of Ski Instructors, as part of a pilot project, introduced it as a constraint for enrollment in the Italian professional register .

Today the Eurotest and the Eurosecurité are the two fundamental stages for those who want to exercise without limits and without borders the profession of ski instructor in European countries that have adhered to this standard. In France, in Austria, in Germany there are schools and methodologies that are very different from the Italian ones to become ski instructors, but going beyond the Eurotest and the Eurosecurity, the possibility of teaching is standardized at European level. The Italian anomaly consists in the fact that in Italy the Eurotest is necessary for Italians to teach in Italy at all levels. Anyone who has enrolled in courses organized by Italian regional colleges will find the Eurotest and the Eurosicurite within the course, in 90% of the cases they will be able to participate and often manage to achieve both during the year in which access to the 90 days of the training period, but it is not always so. In the last few years it happens more and more often that the "Aspiring Masters" who have passed all the phases of the regional course with an investment that can hardly be imagined less than 15 " 000 Euros, are blocked in the inscription to the register of masters by the non-passing of the Eurotest, today become the real barrier to entry into the world of the profession of the Ski Instructor in Italy. Indeed the Eurotest is a giant slalom test and, like all athletic tests, may or may not be exceeded even if only based on the athlete's momentary physical conditions, or based on snow conditions or weather.When the track on which he diss will test the test, it is also established a basic time for that test, which we could define as "the time that the best athlete of the moment (to give the idea, say Marcel Hirscher) could get on that track". Aspiring masters pass the Eurotest if they manage to get on that track a time not exceeding 18% of the basic time, while aspiring teachers are allowed to reach up to 24% over the basic time. Surely the first reflection that comes to us in mind, considering that well over half of the teaching hours that are provided in Italy are held at the School Camp, on the slopes dedicated to beginners, we ask ourselves if it is right that the barrier to entry so important is determined by a test of giant or could there be better criteria? I suppose that the performance in giant is the best barrier that can be thought to limit the access to the exercise of the profession of the ski teacher, the Eurotest is the best tool to make this selection? As you can imagine, the definition of "basic time" is certainly not immune to discretion. On the other hand it is also true that the Scuola dei Maestri Italiani has always been considered one of the best in the world and to think of difficulty ski instructors on fast tracks is certainly not an attractive prospect for those who want to keep the bar up. . We deepen the economic aspect. An aspiring ski instructor who decides to attend a training course in one of the regions of Italy, from Piedmont to Basilicata, from Liguria to Calabria, all the regions of Italy organize courses. The courses normally last 90-100 days and to be able to attend them you need to plan a good investment and not just in terms of time! If those who cannot overcome the Eurotest are not fit for the job, wouldn't it be better to stop them before they make this investment? To present and overcome the Eurotest, instead, we need an investment that we can imagine of 100-300 euros, a day of work, travel, preparation. Often many aspiring masters come to the Eurotest with one or two days in advance, to try the track, maybe they can find the tracker or simply a track connoisseur who gives the right advice to be faster. In short, around a Eurotest day a small business is created, which many aspiring masters who have already made a big investment for the course must repeat several times (the percentage of those who exceed the Eurotest is around 10% of those admitted to the test), perhaps even trying to find a way to try to emigrate across the Alps or even to the countries of the east. In South Tyrol those who attend the Master Course can stop at level I and teach only beginners, stop at level II and teach intermediate skiers or gain access to the qualification of complete Master passing also the Eurotest and being therefore also qualified to teach abroad, while in the other Italian regions also to teach children who have never put their skis, it is necessary to overcome the Eurotest. These days we deal with Eurotest because on social networks numerous citations or articles have been shared that will soon bring the issue to the analysis of the Italian Justice. What are the normative references? The law of reference is Law 81/1991 of 8 March 1991 which provides in article 3 that "The exercise of the profession of ski instructor is subject to registration in special regional registers, kept under the supervision of the region from the respective regional college of ski instructors. " According to the article 6 and 9 of the same law "the exam tests include three sections: technical, didactic and cultural. The exam is passed upon reaching the sufficiency in the three tests." Until 2010, the exams prepared by the regional colleges through the application of this law were able to teach in Italy and they could have access to teaching abroad through the Eurotest. In 2012 there was no change to the law in question but the National College introduced a pilot project called the MoU, "Memorandum of Understanding", which required the use of the Eurotest mandatory also for the Italian masters who wanted to teach in Italy . This pilot project was then renewed from year to year until June 30, 2016. Subsequently, from 1/1/2016, Italy together with Austria and France declared its exit from ISIA, the world association of Masters of skiing and we are not aware of it has renewed the Mou project ". According to some professionals at this time the use of the Eurotest as a limit to the inscription of the Aspiring Masters to the professional register has neither a normative nor a reference level of regulation of the Regional Colleges.In addition, the regulation of the Eurotest makes several times reference to those who have already obtained the qualification of master and who is looking precisely for the qualification of their qualification in other European countries. aware of two appeals, the most recent of which filed by the lawyer Francesco Rondini of La Spezia for Deborah Bologna di Massa and three other aspiring Masters. The appeal was requested urgently with the goal to stop the next Eurotest session scheduled in San Candido the next 25 and 26 March 2019. We will see if the Tar recognizes the use of the Eurotest by the Regional College within the discretion of this institution or will consider that the College must comply with the national legislation which only provides for the three tests based on technique, teaching and culture. We are also aware of another appeal filed with the Basilicata Tar by the Lawyer Rondini for the Aspiring Teacher Cinzia Carrara with quite similar contents.
